Job Purpose & Scope:

Subject Matter Experts for this position require to have both global and Middle East experience in the development and execution of Capital projects in the below listed areas, and specifically in areas of expertise related to Stage and Gate processes/systems including experience in FEL (Front End Loading):

Gate 1 -  project feasibility assessment against alternative concepts across full range of TECOP disciplines (Technical, Economic, Commercial, Organisational & external risks)
Gate 2a – assessment of alternative selection strategy and outcome to determine optimal solution
Gate 2b – verification of alignment between project and business objectives and definition of project scope in preparation for FEED
Gate 3 – assessment of project readiness prior to funding and commencement of execution phase

In addition, to the TECOP disciplines above that form the basis of expertise for VAR reviews, Saudi Aramco are seeking individuals with 20+ years of experience in FEL and Gate Review processes, who are considered experts in their field and in the industry in general.

Candidates will also be expected to have a minimum of 10 years’ experience in some of of the following major areas: - Infrastructure, Project Controls, Utilities (Off sites and pipelines), Petrochemical/Refining, Upstream/Downstream Oil and Gas, Maintain Potential or Construction.

Principal Accountabilities:

The Value Assurance Review Leader will support the CPED (Cost Planning and Estimating Department) and undertake a leadership role within the Value Assurance Division including the facilitation of VA (Value Assurance) Reviews. The main duties related to this function are as follows;

  • Leading teams of Saudi Aramco functional SME’s (Subject Matter Experts)
  • Developing TOR (Terms of Reference) for the focus areas of the VA review
  • Developing and agreeing Value Assurance Plans with IPT (Integrated Project Team) leaders
  • Leading and coordinating all resources necessary for review and analysis of specific Gate related project documentation
  • Developing preliminary Findings and agreeing with VA Review team and PMT (Project Management Team)
  • Developing and communicating final analysis and recommendations to key management stakeholders
  • Developing final executive presentations and detailed reports
  • Managing open recommendations with IPT
  • Presenting findings to the Project Sponsor
  • Providing process improvement feedback on the VA Review process

Independence of Operations and Decision-making Authority:
  • Responsible for implementing value assurance objectives. Bring in new ideas and concepts and guide the management and team in understanding and implementing these concepts.
  • Responsible for monitoring and influencing Value Assurance processes to raise awareness and contribute to achieving high levels of commitment to ensure Value Assurance is achieved on Saudi Aramco projects.
Minimum Requirements:
  • Bachelor of Science degree in Engineering or equivalent.
  • Minimum of 12 years relevant experience working in the oil and gas industry or related Process Industries.
  • Ability to think strategically and to understand matters of significance to the enterprise.
  • High level of understanding of business processes and value assurance concepts.
  • Able to organize, motivate and coach others to make changes.
  • Excellent presentation and facilitation skills to ensure clear communication with Senior Management 
  • A willingness to question current practices.
  • Good written and verbal communication skills.
  • Good leadership skills.
  • Good teamwork and interpersonal skills.
  • Ability to make independent judgments and decisions relating to Value Assurance.
