Cost Specialist
Our Salt Lake City Team is growing! We are seeking a Cost Specialist who will be responsible for producing executive level and detailed cost reports. This person will work closely with the SLCDA Construction Finance Group and assist with the review of the projects payment applications from the CMAR, GCs, architects, engineers and consultants. Responsibilities
• Produces executive level and detailed cost reports.
• Ensures changes are funded through the proper funding source.
• Construction and staff as required to ensure the projects are compliant with Airport Facility Program (AIP), Transportation Security Administration (TSA), Passenger Facility Charges (PFC), City procurement requirements, State of Utah requirements and guidelines, as applicable.
• Reviews the cash flow prepared by junior technical staff and issues to senior technical staff.
With minimal supervision, reviews all change orders in accordance with the client’s approval process.
• Reviews all invoices for the project and ensures that junior technical staff codes the invoices where applicable and forwards them to the client’s accounts payable department.
• Provides procurement services for the client, where applicable, for construction and engineering services, including preparing RFP and bid analysis.
• Provides cost information on value engineering analysis.
• Carries out an earned value analysis of the project on a periodic basis.

Requirements

• Bachelor’s degree in Manufacturing, Construction, Quantity Surveying or a related field
• Five (5) years of experience working in construction in a cost control position at a major hub airport.
• Familiar with the various contract delivery methods (design-bid-build, design-build, construction manager at risk for example).
• Must be highly articulate, have clear and analytical approach to problem solving, and strong decision-making abilities. Must have excellent communication and presentation skills.
• Must be detail oriented, proficient with the Microsoft Office Suite, Adobe Acrobat, and have experience with a program management software system (PMSS), Primavera Contract Manager, Prolog, or Expedition for example.
• Excellent written and verbal communication skills are required to effectively communicate with the project staff, owner, architects, engineers, contractors and other agencies are required.
